Teacher Evaluation's INITIAL goal is measurement of teaching quality - teaching competency, performance and effectiveness. But the LONG-TERM goal of teaching evaluation is teacher development - communications skills enhancement, classroom management, content, teaching strategies and professionalism. You can't improve what you don't measure.
Agree to this. Just like any research, the relevance of measurement best comes out when something is done out of what was deciphered from the data (i.e., qualities of the teacher).

Evaluation truly includes both. You are also correct in saying that after the present is determined, planning for the future becomes easier and logical.
