Evaluation should be used to improve the quality of teaching, and eventually, the students’ learning outcomes. Thus, it should serve both purposes – a measurement of effectiveness, competence, and classroom management, and, be sensitive enough to determine the needs, individual talent, performance and motivation of the teacher. It should be able to generate data that can be used to allow progress in the teacher’s career and identify appropriate opportunities for the teacher to take on new roles and responsibilities. Evaluation should be both and not either or.

Agree, very well-said and beautifully put-together, Tere. Indeed, one purpose cannot be separated from the other. It should be both.
