Technically speaking, if the term "evaluation" is placed on the table, from its etymology of
"e-value-ation" or "bringing out something's worth", it should aim for measurement of quality.
Nonetheless, this "value" may be used beyond a non-proactive research. It can be used formatively for the development of the qualities towards a better version of the teacher, and in the long run, be used summatively to determine which teachers should remain and which should consider another field of profession. 
To me, it can be most useful for the measurement of quality, BUT these qualities should be the foundations for development.

Agree, valid measurement of the present quality serves as good foundation for improvement and development.
