EHealth allows widespread access to healthcare services and information while ensuring patients’ data is secure. With this online advancement in the delivery of health care services, infrastructures must first be properly established and adequately supported before the exchange of health information.

Health services were known for its physical facilities, such as hospitals and health centers. However, eHealth introduced technologies and software platforms that deliver health services to people. Thus, with the use of infrastructures, such as computers, mobile devices, and fast internet connection, the health data will be shared and delivered quickly across geographical and health sector boundaries.

To enhance this component of eHealth, accessibility of citizens must first be ensured. Since some, if not most of, eHealth applications and services were only offered with/through the access of internet connection and/or mobile data, a few regions, most especially the underserved, have no access to this fast and reliable internet and data. Though there is a widespread use of mobile phones, their broadband connectivity is still low. This prevents them from accessing online tools and services offered by eHealth services. Even with a simple search of risk factors and prevention, they do not have the connectivity to do so.

With this problem, the infrastructure component of eHealth is only limited to accessible areas, such as those with broadband access and connectivity. The vision of “widespread access to health care…” is not achieved without solidifying this component. Its enhancement of investment in infrastructure projects gives equal opportunities for all Filipinos to access and benefit from eHealth services.

Your entry made me view eHealth application in a much broader perspective, so as to see how my view on governance has its interrelatedness with infrastructure and vice versa. Indeed, an effective eHealth system must be accessible and easily understood by the citizens for it to work and yield high utilization. With that, I also see where governance can play its pivotal role of ensuring that it is indeed accessible and easily understood by all and not simply just the majority. Great insights, Erika! I really commend your take on this one as it gave me a new angle of interpretation as to how eHealth can be achieved to its maximum purpose and potential.

Erika, I completely agree with your point about the importance of solid infrastructure to fully realize the potential of eHealth in the Philippines. While eHealth has introduced new ways to deliver healthcare through technology, its success is heavily dependent on reliable internet connectivity and access to devices like computers and mobile phones. As you mentioned, many underserved regions still struggle with poor broadband access, which limits their ability to benefit from eHealth services. Without addressing these gaps in infrastructure, the goal of widespread access to healthcare cannot be achieved. It really is a challenge for us, Filipinos to have good internet connection because even in the most public places like outside the brgys or within the community it is quite difficult having a good signal. Hence, this decreases the accessibility of the citizens to the different healthcare platforms available in the web.

Like what I initially thought the importance of internet is crucial in reaching out to various groups in society even those with lesser education in geographically isolated areas. Indeed, Infrastructures provide the resources and framework for a certain eHealth service to be successful and implemented appropriately. In any public health care related discussions, politics and governance always play the most crucial role as this can ultimately make or break the process and success of any plan or intervention. In the context of eHealth, it holds the responsibility to direct and coordinate the activities at all levels, encompassing the primary, secondary, and even tertiary level of health systems (DOH & DOST, 2013). Having a weak, unestablished government system would not make a good prerequisite for the proccurence of eHealth since it has its own set of difficulties that are in need of understanding, especially with the need for broader political factors that are necessary for its implementation, adoption, and eventual success (Kierkegaard, 2015). Furthermore, structural reforms, policies, and processes which maneuver the rapid dissemination of eHealth have a direct and powerful influence towards the progression of eHealth as to how it will pan out and be utilized by its directed beneficiaries. Its success of implementation would require good and competent dynamics of governance, specifically targeting the centralization and decentralization of power among its constituents and stakeholders involved in the eHealth systems. Which is why it is rightfully so that we first ensure the competency of our government system before we act out and implement any efforts to implement eHealth. Not only will that lead us to success but to a guarantee that efforts, resources, and time would not be wasted. More so, it is also imperative that we demand for a competent and self-sufficient government that would not just practice transparency and good governance but shall oversee efficient, effective, and high-yielding results on all significant principles of our society, being health and eHealth implementation as one of the urgent considerations.

I completely agree with you, kuya Drix! The people who formulated new innovations should be responsible in making sure that all people, not only the privileged, can adapt it. A competent government leaders can fuel the progress in adapting innovations, such as the eHealth, and most importantly can distribute resources equally among the different institutions and people. Without a competent government, the division between wealthy areas and people to the poorly developed areas will get bigger. As such, this highlights the importance of electing competent leaders based on credentials not by names.

I'm with you on this, kuya Drix! The crucial role of politics and governance in eHealth applications is especially true, given that this component is in coherence with the social determinants of health. These legislators and policy makers affect the implementation of eHealth in the country, as they direct and coordinate all activities regarding it. With this, it is important for these government officials to always think of the greater good, that of which will benefit the greatest number of people in the country. Unfortunately, budget cuts for the healthcare sector has been happening, as politics have come into play. 


I really hope to experience the time when the Philippines has transparent and reliable leaders who truly think of the welfare of its people.

The standards and interoperability component of e-health is essential for quickly accessing and transmitting large pools of sensitive medical data to improve patient outcomes and medical care. However, since there are still limitations in terms of adopting e-health components into the local context, this prevents it from being fully implemented. Hence, to address these limitations and ensure the achievement of the e-health vision, Szarfman et al. (2022) recommend implementing standardized data collection and transmission systems. In this way, even though patients transfer from one physician to another, this facilitates a faster way to integrate and share patient data and also reduces the cost of duplication of laboratory tests and treatments. Similarly, Samardina (2013) also highlights the importance of accreditation of standards in interoperability because this ensures that healthcare institutions comply with required e-health standards, which allows them to ensure that data are handled safely and in a standardized manner. Other strategies to improve healthcare interoperability include implementing Health Information Exchanges (HIE), which allow secure patient data sharing between different EHR systems; encrypting data as it is transferred and stored; encouraging stakeholder collaboration to facilitate initiatives that are in line with the needs of the Philippine healthcare system; and, finally, funding healthcare professionals' training and education to fully utilize interoperability in healthcare (How to Improve Interoperability in Healthcare - Solutions to Interoperability, 2023).

With the rising technology in the 21st century, we must come up with ways on how to keep up with its advancement. Hence, Ehealth is a wide variety of platforms that allows the citizens to access healthcare through the different aspects of media such as gadgets, devices, and social media. This enables both healthcare professionals and the public to access health data rapidly from anywhere in the world.

Based on the information about the Community Health Information and Tracking System (CHITS), one of the challenges it faces is the infrastructure for electricity and connectivity, especially in rural areas. This issue is particularly evident in the Philippines, where inadequate internet access and budget misallocation often lead to neglect in these areas.

I’d also like to highlight another challenge related to accessing eHealth: the lack of knowledge among individuals who haven’t had the opportunity to learn about these technologies, particularly older generations. For many, this new landscape can be overwhelming, making it difficult to keep pace with rapid technological advancements. Therefore, as nurses, it’s essential for us to not only provide them with important information about their health but also help them understand how to use these electronic healthcare systems. This guidance can make managing their health much more convenient.

Given the challenges posed by the needed resources to integrate eHealth into the Philippines, proper resource management is crucial to successfully achieve the outcomes and vision of eHealth into our healthcare.

To start addressing the barriers/challenges identified, a strong commitment of organizations must be upheld to ensure that their visions are aligned with eHealth.  This may be strengthened not only through DOH mandates (Evio & Bonito, 2024) but also through proper orientation and training of key implementers to prepare them socially and realistically. Furthermore, our approach toward eHealth must be based on our policies and existing and potential resources (Lewis et al., 2012).

With this, given the requirement of ICT equipment and infrastructure to support eHealth integration, provision of available and needed equipment, such as laptops, desktops, stable Internet connection, and power supply must be conducted. Evio and Bonito’s (2024) study highlighted the role of involvement of third parties and other key stakeholders in providing adequate financial and technical assistance for the execution of eHealth in the Philippines.

Additionally, to strengthen human resource management, facilitators must conduct ICT training and seminars to equip the healthcare staff with the needed skill for eHealth adoption among the constituents (Evio & Bonito, 2024).

Finally, a strong coordination between implementers, LGUs, healthcare team, and other key stakeholders must be established to avoid financial and logistical issues and fund the needed resources to fully implement eHealth across the country (Evio & Bonito, 2024).

Through this, we may be able to establish appropriate resource management suitable in the Philippines in adapting eHealth into our healthcare system.

Based on the major problems mentioned in the previous question, to overcome the lack of interoperability that complicates care coordination and decision-making, the government must first implement a unified health information exchange protocol to ensure compatibility across all platforms and promote smoother communication. Investments in infrastructure, such as solar-powered facilities and expanding broadband coverage, are crucial. Second, there should be a push for public-private partnerships to accelerate infrastructure development, especially in areas with low electricity and internet access. Furthermore, incorporating offline-capable health solutions could help provide care in areas with intermittent connectivity, ensuring that healthcare services reach the most isolated communities. Lastly, the government and healthcare institutions should initiate nationwide training programs to develop technological competencies among healthcare workers. This could include eHealth certifications, upskilling programs, and technical training, ensuring that medical staff can confidently operate new systems, thereby reducing errors and improving patient care outcomes.

Due to multiple factors affecting the success of eHealth outcomes, the government and healthcare institutions should be the one initiating actions to address these. There are critical areas of governance that ensures the right direction and coordination at all levels like hospitals and healthcare providers, such as the agenda of eHealth and strategic architecture. Change should start from the government, the first component of eHealth, as they control the factors affecting other components such as the budget for infrastructure, development of training programs, and the like. With the component presented in the previous question, health literacy among patients plays a key role in the achievement of the eHealth vision (Hasannejadasl et al., 2022).

To enhance this component, first, the healthcare professionals must be fully knowledgeable that limited or lacking health literacy corresponds to a significant effect on the health outcomes of an individual. Moreover, employing health-literate strategies is critical to improving the quality of healthcare settings (Gibson et al., 2022).

The literacy status of an individual is not cemented; it can be improved and increased through health education (Nutbeam & Lloyd, 2021). With this, training among the patients and healthcare professionals in utilizing eHealth platforms may be done to address their knowledge, skills, and behavior in accessing and understanding the health information presented in various eHealth platforms (Coleman et al., 2016, as cited in Gibson et al., 2022).

Meherali et al.(2020) established different methods that could help in addressing health literacy issues, and further ensure the achievement of the eHealth vision such as traditional, art-based, interactive, and technology-based interventions for health literacy.

Traditional interventions include health education workshops with the employment of physical pamphlets, visual aids, brochures, and leaflets, while art-based interventions include nontraditional ways of teaching such as drama classes, arts, and story-telling activities. On the other hand, interactive interventions include group discussion and peer involvement in addressing health literacy gaps. Lastly, technology-based interventions are done through digital avenues such as mobile phones, websites, and other digital gadgets.

In my opinion, in order for the people accessing ehealth to gain information regarding certain diseases or news, the interface of the website could be improved upon. I noticed that once the link is pressed, it will be automatically placed on to the main interface, which is the purpose of the initiative at the top, followed by news updates and finally, its partners. For users who struggle with navigation and prefer direct access, it would be better if there would be a search bar found in the main interface, followed by the services that it provides. Then the news can be in the middle part followed by the purpose of the initiative which is at the lowermost part along with its partners.

To enhance the utilization of information in planning, managing, delivering, and monitoring health services, the Human Resource component is an essential building block to capacitate the health workforce in using eHealth.


First, the future health workforce - including health care providers, nursing informatics specialists, and ICT workers - shall early be exposed to training, starting from their undergraduate education. Harerimana et al. (2021) noted that this improves digital health literacy, which is necessary for them to use health information systems and technological innovations. Thus, strategies, such as technology-enabled simulations and exposure to digitalized health environments, are suggested to develop the skills of health workers at an early stage.

Second, in order to develop local nursing informatics experts, certification and credentialing programs must be enriched with various partnerships across institutions and communities. For one, the eHATID LGU project (eHealth TABLET for Informed Decision Making of LGUs) is one of the eHealth and Community Projects that can improve efficiency and promote convergence of health human resource (eHealthPH, 2018). Initiatives such as this can provide, catalog, and advertise short courses and programs on health and related fields. Thus, continuing professional development activities shall be freely and accessibly provided to them. I've reflected that eHealth is only as good as those who are able to access it. It is marketed as something that will make healthcare more accessible to the masses. However, as we live in a third world country, we have to take into consideration its user base. We must ensure that Filipinos who wish to access the information and convenience of eHealth stand on the same footing as everyone else. Busse et al. I like how you were able to integrate your n12 learnings in this topic and I completely agree with your sentiments mikayla! Especiallly in the scarcity of vaccines as seen during both our n12 and n13 clinicals. I remember one time during our rotation in Tondo Foreshore Health Center that we were not able to administer PCV vaccines even though the child was already due for his vaccine. This poses as a challenge as PCAP remains prevalent today especially in our n119 data health assessment. It is important that they do not budget cut (ehem) the health sector because this is an investment where the return of investment would significantly be evident in the near future.

It is important to incorporate thorough training programs that center on Unified Resources Online in order to improve the component and ensure the implementation of the eHealth concept. Through URO's tailored training programs, healthcare professionals may gain the skills and information required to effectively use the eHealth system. For the convenience of medical professionals and community health workers pursuing further training and certification, the initiative also offers an integrated system that combines eHealth and other health-related educational programs and materials. The eTURO team also develops and maintains a directory listing all online courses and self-directed learning resources that are accessible to health professionals in the country. We may improve the overall efficacy of eHealth initiatives and eventually improve patient outcomes by funding ongoing training and making sure that people are knowledgeable about the most recent eHealth strategies.

PeHSFP defines infrastructure as the establishment and support of health information exchange, encompassing physical devices and digital tools for sharing health data (DOH & DOST, 2013). In the study of Ongkeko (2016), the lack of infrastructure for electricity and connectivity was highlighted as a barrier to the utilization of eHealth. Aligning to one of the goals of the Global Initiative on Digital Health (GIDH) of WHO, which is the development of a robust ICT infrastructure to ensure reliable and widespread access to information and communication technologies. Therefore, this component needs enhancement to achieve the eHealth vision. And to ensure the achievement of the eHealth vision in terms of infrastructure four key aspects should be focused. First is expanding the coverage of the network access especially in the rural and underserved areas, and connecting to the barangay level to promote equitable access to eHealth services. Second is investing in security measures in terms of the data management to protect sensitive patient data and prevent unauthorized access, such as data breaches and cyberattacks. Third is ensuring the availability of a comprehensive database registry to ensure population management and strategic planning (DOH & DOST, 2013). Lastly, as outlined in the WHO’s draft global strategy on digital health 2020-2024, it is crucial to empower individuals in their use of eHealth by enhancing their health literacy and enabling them to make informed health decisions.

The eHealth aims to achieve accessibility to healthcare services and information for all Filipino people through the use of informatics by the year 2020. Despite this vision, gaps and lapses still exist that call for improvement.

First, the infrastructure for electricity and connectivity in the rural areas in the Philippines must be improved. These information systems heavily rely on stable connections and power supplies. Thus, enhancing this aspect can automatically influence the effectiveness of delivery of information and ensures individual’s accessibility to these information.

Second, the support of the government through policy and operations is vital in ensuring the achievement of this vision. They must be unified in the implementation of this program by giving sufficient funds and ensuring the uniform implementation of this project across all regions in the Philippines.

Lastly, further research studies need to be conducted in evaluating the efficiency of the project. These studies serve as a guide for the developers and policymakers, especially since it allows evidence-based solutions to improve the delivery of information.

The Philippine eHealth Strategic Framework delineated the following eHealth components: 1) Governance, 2) Legislation, Policy and Compliance, 3) Standards and Interoperability, 4) Strategy and Investment, 5) Infrastructure, 6) Human Resource, and 7) eHealth Solutions. Together, these eHealth components aim to achieve the vision of making information about health and services surrounding health care more accessible and equitable for every Filipino ensuring that they receive health care that is of quality, safe, and is responsive to their needs. This vision would not be complete without creating secure methods of sharing and exchanging information of patients as well as through the improvement of monitoring, delivering, planning, and managing health services (Department of Health & Department of Science and Technology, 2013).

Given the Philippine context, a particular component I could suggest be enhanced out of the seven is Human Resource. According to Cavite et al. (2022), despite the integration of Nursing Informatics in the country, it remains unclear whether the NI skills of graduates were enhanced as most hospitals were observed to not utilize technology that much. To enhance Human Resource for the achievement of the eHealth vision, to aid the implementation of Nursing Informatics in the country, even beyond academic institutions, health workers such as nurses must be given opportunities to attend up-to-date seminars and training on eHealth and Nursing Informatics, what it is, how it works, or how it is applied in the profession. Each one must be knowledgeable of eHealth and Nursing Informatics in order for people to be able to use it efficiently, thus further propagating its use in the profession.

One problem that eHealth is currently facing is the need for internet connectivity in some areas of the country. With the genesis of eHealth, it will be difficult to achieve its vision if people are still looking for a stable internet source that can allow access to different eHealth services. Given that the country already has Executive Order No. 127, which states that satellites can be directly accessed to provide internet access (Parrocha, 2021), it is time to improve the government's strategies and investments to make this accessible to everyone. The government may tap internet service providers and discuss how they can bring internet access through satellite, even to the country's far-flung regions. They may also include in the discussion if necessary reforms in the policy need to be done and if specific organizations need to be tapped for the plan to be successful. They may also discuss with countries that have successfully bridged their regions with internet access to see what can be applied to the Philippines.

Furthermore, they also have to consider the possible costs of their initiatives to propose a sufficient budget for them. The government needs to be at the forefront of this collaboration because that would encourage other organizations to contribute and make eHealth successful in the country. We must also have leaders dedicated to this pursuit because that would ensure that all the government's strategies will solely be for improving the provision of eHealth in the country and not for other purposes.

Good governance can directly translate the vision of the Philippine eHealth Strategic Framework into reality. By implementing and establishing policies, certain ethical issues can be attended to and addressed such as Data Privacy. As stated by the World Health Organization, eHealth can be a medium to ensure “the right health information is provided to the right person at the right place and time in a secure, electronic form to optimize the quality and efficiency of health care delivery, research, education and knowledge.” In addition, creating programs that will improve capacity-building will also be crucial in its fulfillment.

Governance is one of the most important pillars that need improvement to ensure the accomplishment of the eHealth vision. According to Evio & Bonito (2024), leadership and roles in the government and providers of eHealth must be properly defined. Moreover, thorough involvement of crucial stakeholders, including the LGUs and recipients of eHealth solutions must be incorporated early on in the implementation process (Evio & Bonito, 2024). Most importantly, the most direct way to ensure that we can achieve the eHealth vision through the improvement of governance is to use our right to vote wisely. We can do a proper background check to see the views and opinions of political candidates on eHealth and healthcare in general to make a wise choice.

In the literature published by Evio and Bonito (2024), “third-party involvement” was identified among the factors influencing the utilization of eHealth in the country as it provides support both in financial and technical aspects. As such, this highlights the importance of the role of Governance as a component of eHealth which greatly contributes to the achievement of the eHealth vision. According to the article, the lack of resources provided by the Local Goverment Units (LGU) necessitates the need for external agencies to step in to fund the implementation of the project. Moreover, the role of Governance has been introduced in the Public Health Nursing I course as a key component and an integral part of the healthcare development in the Philippines.

Furthermore, Evio and Bonito (2024) were also able to cite several factors to enhance Governance such as “enabling LGUs to make better plans for the community”. In order to emphasize this proposition, we can enable the LGU by demanding for better healthcare services and seeking accountability from elected government officials. With the 2025 elections around the corner, we must campaign for candidates with good track records and utilize our vote to elect government officials who give priority to healthcare.

One of the eHealth components, as enumerated in the framework, is the presence of legislation, policy, and compliance. It has always been emphasized in our public health nursing courses that policy is one of the defining characteristics that will protect and promote the health of our populations. As to how I understood it in our courses, when policy is not extensively studied once implemented, vulnerable populations become more susceptible to decreased health-seeking behaviors and increased risks for diseases and illness acquisition and progression. In the study conducted by Salisi et al. in 2016, the progression of eHealth in the Philippines continues to limited in its scope and scale due to the deficiencies in our health sector’s policy making agenda and its operations.

This component in achieving the eHealth vision can be largely enhanced by taking into account the disparities and challenges encountered by the constituents of health centers in the Philippines, considering that our health sector is largely delegated to local government units. In relation to my previous answer in another discussion forum, the policy must be able to consider the grapple of the elderly population in accessing and booking appointments at the health center. With a large disparity and difficulty in accessing technological devices and interfaces, the policy and legislation must be able to formulate new and enhanced solutions to accommodate innovation but simultaneously ensuring that no groups will be left behind. For the meantime, the band-aid solution that health centers can provide for these patients is through assisting them to book their appointments at the health center themselves using devices available at the facility and/or accepting walk-in consultations and bookings targeted for special groups like them who cannot have immediate access to the online patient appointment system.

The government plays a crucial role in the implementation of eHealth in the Philippines. First, they must create policies on the implementation and use of eHealth systems. This can also address the data privacy and security of users as well as interoperability. It is also important to have sufficient financial resources to develop and maintain eHealth which can be through partnerships with LGUs and NGOs. We should also allot enough funds for training programs to enhance the digital literacy so that healthcare professionals and all Filipinos can effectively utilize eHealth. Aside from enhancing the digital literacy, it is also vital that access to technology and good internet connectivity must be addressed by the government since not all Filipinos have devices and reliable internet connection, particularly the marginalized and those living in underserved communities. If possible that the government can provide devices in the underserved communities and internet connection, it would significantly help them access eHealth. Once all these are addressed, it is also important to continue updating and improving the eHealth system according to the needs of the Filipino people.

To achieve the desired eHealth vision, it is essential to establish an institution led by individuals committed to providing safe and quality healthcare for the Filipino population. These leaders must prioritize the well-being of the people they serve and do not use their positions for personal gain.

Strong leadership is imperative for the effective implementation of eHealth initiatives. Committee members responsible for the eHealth program should possess the ability to direct and manage the organization effectively. In addition to having compassion for the Filipino people, they must be capable of managing various eHealth activities, including management of the eHealth agenda, operations management, monitoring and evaluation, policy oversight, networking and collaboration, strategic architecture, and clinical safety.

As emphasized in more than half of our lectures in public health nursing, everything will always depend on politics and governance; from the simplest part of our lives such as food to the more crucial aspects of society such as healthcare, politics and governance play a massive role. With that being said, to ensure the proper implementation of eHealth outcomes through the enhancement of politics and governance as a component, some strategies may be employed. This includes:

Development of eHealth Policies. This will be a crucial part of developing legal frameworks that will give way for the safe and effective implementation and use of technologies when it comes to concerns related to health and well-being.

Enhancement and Promotion of Digital Infrastructure. A well-developed digital infrastructure that is made accessible to everyone (even those from vulnerable or urban-poor groups) will be the foundation of a good healthcare system.

Proper Allocation of Budget for Public Health (including eHealth Initiatives and Programs). eHealth initiatives will only be able to succeed and be sustained if proper funding is given for such initiatives; this, in turn, is a crucial determinant that depends on how good (or bad) politics and governance are in the country.

Partnerships with Local Government Units for the Implementation and Monitoring of eHealth Initiatives. As LGUs are in a closer position to the communities, they are in a better position to monitor the effectiveness of eHealth outcomes. With that, partnerships with LGUs for close monitoring should be ensured.

I think, at the very least, in order to enhance this component, we must ensure that the eHealth vision provides everyone with equal access to technology. With the technological world advancing so rapidly, it's crucial for us to keep up as well. People around the globe are leveraging technology to their advantage, and we Filipinos must do the same. This will not only benefit us but also improve our healthcare system by making it more accessible, efficient, and inclusive. With the right technological infrastructure, we can bridge the gap in healthcare services, especially in remote areas. This will empower both healthcare providers and patients, ensuring better health outcomes for everyone in the country

The components of the Philippine eHealth Strategic Framework are interconnected, and enhancing one component can have a cascading effect on the others. I believe governance is the primary component that can drive improvements in legislation, policy, and compliance, standards and interoperability, strategy and investment, infrastructure, human resources, and eHealth solutions. The government must allocate more funding to eHealth initiatives to ensure that primary needs are met before focusing on outcomes. For example, how can eHealth standards be met without adequate infrastructure and human resources in place?

Comprehensive training programs for healthcare professionals, exemplified by the RADISH platform at the Philippine General Hospital, will empower staff to effectively utilize eHealth tools and improve patient care. Promoting interdisciplinary collaboration among stakeholders can drive innovation and tailor solutions to local needs. Additionally, engaging patients in their healthcare through user-friendly eHealth platforms will foster self-management and better health outcomes. Establishing robust policy frameworks that prioritize data privacy and security will further support eHealth integration. Lastly, implementing continuous monitoring and evaluation will allow for ongoing improvements and ensure the sustainability of eHealth initiatives in the country.

I totally agree with your points, Draven. We really need to improve our digital infrastructure especially in rural or remote areas, given the vision and one of the goals of the eHealth framework is to make healthcare accessible to everyone. There’s no point having advanced eHealth tools if those people can’t even access the internet for instance, and therefore can’t access the health services they may need.

eHealth has emerged as a powerful solution to bridge the gap between healthcare providers and patients, especially in remote areas. The COVID-19 pandemic has further highlighted its importance, as lockdowns and social distancing measures necessitated remote consultations. However, this still requires stable and fast internet connections to facilitate video consultations, real-time data transfer, and remote monitoring, which not all can access, especially in poor communities. Thus, strengthening the digital infrastructure component is needed to ensure the achievement of eHealth outcomes. This can be done through expanding internet access with the support of the government and other sectors and integrating technological education. Implementing community-based programs can also help people be equipped with the necessary digital literacy skills to utilize eHealth.

The Human Resources (HR) component plays a vital role in the success of any eHealth initiative. To effectively enhance the HR component and achieve the eHealth vision, a multi-faceted approach is necessary. This includes conducting thorough skill gap analyses to identify and address the training needs of the healthcare workforce in areas such as data analysis, cybersecurity, and telehealth. Comprehensive upskilling and reskilling programs such as training should be implemented to equip professionals with the necessary digital literacy, telehealth skills, data management expertise, and cybersecurity awareness.


Furthermore, as highlighted in a study by Arain et al. (2019), online IT security training programs can significantly improve staff awareness of appropriate actions in response to spam emails. This finding underscores the importance of integrating online IT security training into the continuing education of healthcare staff to safeguard patient information.
