Assessment FOR, AS, and OF learning all have their own uses, and would be best depending on the context and purpose that they are being used.
If our purpose is to guide our students to assure that they are improving at par with expectations of them, then assessments FOR and AS learning may be valuable; but if our purpose it to evaluate if they are worthy to perform a particular skill, as in an EPA, or if they are given the opporunity to move on to a different year level or status, then an assessment OF learning is important. We must never forget the context and purpose in everything we do.
