I think that assessment FOR learning is best for students who are novices in the field of study as the frequent feedback would point them to the right direction in their learning outcomes. For the more "veteran" learners, assessment AS learning would be the desired outcome to produce life-long learners. Unfortunately the Filipino culture is so hung up on assessment OF learning that we always seem to put emphasis on the "top" with grades of "??"
I think it's how we have been exposed as students. We've been used to being assessed that way.
