The articles describe 2 purposes of teacher evaluation: 1. for measurement of quality where evaluation can separate effective and ineffective teachers, and 2. provide comprehensive and specific data that can be used to facilitate, monitor, guide and sustain improvement and development of the individual teacher. Evaluation tools for measurement of quality differ from evaluation tools for the development of the teacher. Tools designed for #1 have use for policymaking, personnel assignment and distribution and budget allotment. Tools designed for #2 are more useful to the individual teacher or school administrator where staff are trained and developed for the longer term. Here developing and retaining the teacher, improving competence and quality are viewed as better determinants of effective learning. So in a perfect world, where resources abound, the ideal of course, is the tool designed to be able to fulfill both developing the individual teacher and also being able to identify ineffective teachers for the goal of being able to improve and develop them as well.
