Using an evaluation tool as the only means to measure the teaching quality and teacher development is not enough to establish a competency. Teaching is a holistic approach. To determine the teaching quality and teaching development of an educator, teacher evaluation is only one of the component. Hence, the organization should be able to establish a competency and/or strategy in measuring quality and development to avoid a univariate data that is not reliable enough to determine those constructs. Also, it will underestimate the capacity of a teacher since we are all equip with different skills and qualities that influence our teaching strategy.
