Process of Submission To REB

You are now ready to submit your proposal for ethics review. Please be guided by the following:

1. RGAO registration. Accomplish RGAO registration before creating your iREB account. Please access this link: http://rgao.upm.edu.ph/registrationLinks to an external site.

2. iREB account. After obtaining your RGAO registration certificate, you may then create an iREB account. 

3. Approval from adviser, panel chair, department chair or head of institution. Please email your proposal and accomplished REB form 2b, signed by your adviser, to RCWP care of Ms. Joy Tiamzon at mctiamzon@up.edu.ph. Your proposal will be subjected to similarity index check before this will be signed by the head of RCWP and the Dean. 

Copy of the REB forms are attached in this module for your reference. Please submit a copy of the accomplished REB forms as part of completion of this course.

Please find below the process of submission to the UP Manila Research Ethics Board (UPMREB). 

1.       Request for an iREB account.  If you do not have an iREB account yet, please complete the online request form at https://ireb.upm.edu.ph/account/requestLinks to an external site..  UPMREB will assess the request within 1-2 working days and will refer those without ADS account to the Information Management Service (IMS) for creation of ADS credential.

*While waiting for your iREB account, you may complete your GCP certificates and secure scientific/technical review approval from your adviser, panel chair, department chair or head of institution (who will later sign on UPMREB Form 2(B) Section II: Scientific/Technical Review Approval Endorsement Section).

**UPMREB recommends that all principal investigators and co-investigators should undergo Basic Research Ethics Training (BRET), even for applying for ethics review exemption or for non-clinical research.  Training certificates may be obtained from any BRET provider including training websites (e.g. https://gcp.nidatraining.org/Links to an external site.) where applicants can access online modules and complete an online exam to receive training certificates for free.   

2.       Submit through iREB.  If you already have an iREB account, you can log in to iREB at https://ireb.upm.edu.ph/loginLinks to an external site., complete the online forms and upload all the required documents in PDF format.  Please merge all CVs in one PDF file, and all GCP certificates in another PDF file.  Upload a signed UPMREB Form 2B (i.e. with signatures on Item 28Section IISection IIISection IV as applicable, and Section V), in the "Others" field.  Please see attached UPMREB memo re Requirement for Electronically Signed Application Forms.

**In light of the current COVID-19 situationthe requirement to submit hard copies is temporarily lifted until further notice.

3.      Wait for UPMREB's notification regarding acceptance of iREB application.  UPMREB will screen your submission and will contact you via email to confirm receipt of your application or to notify you if you need to address screening issues.  Please take note that iREB sends you an email using a 'no-reply' email address.
