I have no personal experience on a colleague whom I have witnessed committing plagiarism. Nonetheless, I myself can be quite confused if I am overciting everything including some of publicly known medical knowledge that are obviously not mine. But as a student, I remember my research professor told us that it's better overcite to undercite.
