Fieldwork 2: Planning and Building Community Resilience

The DOST PAG-ASA identified the peak typhoon season in the Philippines as July-October, where around 70% of typhoons are formed in the Pacific ocean. Disaster preparedness bags, "go" bags or survival kits are essential for every individual and household.
As a group, prepare a Go Bag for the following clients:
- Group A - Family with a deaf member
- Group B - Family with a pregnant and/or lactating woman
- Group C - Family with an elderly member
- Group D - Family with a patient with NCD (HPN/DM)
- Group E - Family with a school-aged children (7-10 years old)
- Group F - Family with a mental health condition
Create and post a short vlog of your go bag in the discussion forum. Provide a brief description of its contents, and reasons for including them. You are encouraged to leave comments on your classmates' posts.
Prepare to present and discuss the contents of your group's go bag in class.

Central to DRRM-H is community engagement and participation of the people throughout the process. The barangay is the most basic level of governance in the Philippines. In this level, how pre-impact activities (i.e. disaster prevention and mitigation, disaster preparedness) are discussed, planned and prepared for by the barangay LGU, residents, and civil society partners largely influence the degree of vulnerability and exposure of the community to disasters, as well as capacity and resources of the community to prevent and reduce their impacts.
Building community resilience is the process of strengthening capacities of individuals, communities, governments, and other social systems to manage disasters effectively in order to minimize losses, and “bounce back” in the shortest possible time. It is both a “journey” and a “destination” at the same time, and we must focus on both simultaneously to realize its benefits (Give2Asia, White Paper, 2017)
Objectives:
- Describe the different disaster prevention, mitigation and preparedness plans, actions and activities of the selected community
- Describe the experience and challenges of the community in mitigating, preparing and responding to the different hazards found, including COVID-19
- Develop an appreciation of the contribution of the health sector and nursing practice to strengthening individual, family, population group, and community resilience
Instructions: This is a group activity
- With your groupmates, select one (1) community where it is possible to conduct a transect walk/ocular survey and interview with barangay officials (preferably the barangay captain or councilor focal for BDRRM or health) and barangay health center staff (one C/PHN and one BHW if possible). Kindly secure consent/approval* from the barangay LGU first for the activities and state that these are conducted for academic purposes only.
- The transect walk should at least cover these landmarks (also what is possible by local policies and guidelines): (1) health facilities in the area (both public and private), (2) barangay hall, (3) designated barangay evacuation place/s. Taking photos or videos is encouraged (please secure consent first).
- The interview should at least cover these topics: (1) barangay DRRM and DRRM-H plans and activities; (2) contingency plan, early warning system and evacuation plans and activities; (3) public service continuity plan for the health facility; (4) surge capacity and mass casualty management; (5) challenges and good practices/innovations that have emerged from the experiences especially with COVID-19 pandemic and recent typhoons or flooding if applicable. If you want to take photos or videos of the interview, kindly get the consent of the participant.
Expected Output: Summary of the transect walk and interview/s, and the group's evaluation of the activity.
*Note: Please discuss with your assigned Faculty Facilitator your plan for this activity, and let them know if the barangay LGU requires a letter of request from CN that is signed by the faculty or the Dean in order to proceed.
